Healthcare Mitigation FY24

 

The Healthcare Mitigation program was created using funds from the Massachusetts/MOSES Health & Welfare Trust Fund set aside for exclusive use in providing enhanced healthcare benefits to Unit 9 employees covered by the Commonwealth, MassDOT, and MWRA Collective Bargaining Agreements.  

Starting in April the Massachusetts/MOSES Health & Welfare Trust Fund will be mailing FY 24 Healthcare Mitigation Reimbursement Request forms to your home along with instructions on how to submit for out-of-pocket medical expenses. 

Qualified Commonwealth Unit 9, MassDOT Unit E and MWRA Unit 9 employees will be reimbursed up to $300 for documented fiscal year 2024 (July 1, 2023 – June 30, 2024) out-of-pocket healthcare expenses. This program was first created in 2018 and will now be a permanent part of the Massachusetts/MOSES Health & Welfare Trust Fund, the purpose of which is to provide health and welfare coverage for MOSES represented employees.

Qualifying expenses eligible for reimbursement through this program are those incurred through participation in a Healthcare Insurance Plan and that have been paid, excluding premiums. These qualifying expenses include Healthcare Plan co-payments and payments towards plan deductibles. Members receiving Healthcare through the Group Insurance Commission (GIC) can find a list of these qualifying expenses in the Fiscal Year 2024 GIC Benefit Decision Guide for Commonwealth of Massachusetts Employees. The documentation required to receive this reimbursement MUST be a Health Plan Statement showing out-of-pocket healthcare expenses, sometimes called an Explanation of Benefits (EOB), and is available from your Healthcare Insurer through their websites by logging into your account.    NOTE: Some members receive EOB’s as they utilize benefits. An example of an EOB is listed at the bottom of this email.  If the backup documentation provides sensitive medical information (i.e. diagnoses, treatment plans, doctor’s names, or prescription names) the claim WILL BE REJECTED AND MAILED BACK TO YOU. 

Members receiving Healthcare coverage from plans outside of the GIC are eligible for reimbursement of similar qualifying expenses, provided they have the necessary documentation. The necessary documentation would be a similar summary document that does not contain sensitive medical information (e.g. diagnosis, treatment plans, doctor’s names or prescription names).

Much of the documentation required for reimbursement may not be easily available after June 30, 2024, when the GIC plans reset for the next fiscal year.Please keep copies of all submitted materials. Reimbursement requests for Fiscal Year 2024 must be postmarked no later than July 31, 2024. Please note that putting your envelope in a mailbox on July 31, 2024, DOES NOT guarantee that the Post Office will postmark your envelope on that date. Claims received after July 31st will not be processed.  Requests for additional forms or questions should be referred to the Administrator by mail at the address listed below or by email: HealthcareMitigation@moses-ma.org.
